New residents have appeared in the SAR on Russian Island in Primorye

Several large companies have been granted the status of residents of a special administrative region on Russian Island in Primorsky Krai. These are Sibur-Sinopek Rubber Holding Company LLC and EHL LLC, the holding structure of the Elecsnet payment company.

According to IA PrimaMedia with reference to the Unified State Register of Legal Entities, the first international company was registered in December 2025 in the village of Melvodny after the redomicilation from Cyprus of Sibur-Sinopec Rubber Holding Company International LLC. It is a joint venture between SIBUR and China's Sinopec. It owns the Krasnoyarsk Synthetic Rubber Plant.

The second company was also registered in December 2025 on Russian Island as a result of the redomicilation of Elecsnet Holding Limited from Cyprus.

At the end of December 2025, Russian President Vladimir Putin signed a law extending the simplified redomicilation procedure for 2026 based on a truncated package of documents from foreign companies in special administrative regions of the country.

ATS appeared in August 2018. They were created on Oktyabrsky Island in the Kaliningrad region and Russian Island in Vladivostok. The main goal is to deoffshorize foreign holdings that are controlled by Russian citizens and own assets in Russia. This became, among other things, an anti-sanctions measure.

At the beginning of October 2025, 515 participants had registered in the SAR. These are the data from the Ministry of Economic Development of the Russian Federation.

Earlier, Kirill Baranov, a member of the Council of the Chamber of Commerce and Industry of the Russian Federation on financial, Industrial and investment policy, senior researcher at the Center for Research and Expertise at the Financial University under the Government of the Russian Federation, said that the main advantage of special administrative regions (SAR) is that completely different rules apply to businesses, which ultimately allows them to earn more.

It was reported that by the end of 2024, 488 companies were registered in SARI, of which 379 residents were on Oktyabrsky Island and 109 on Russian Island. In just a year, 190 participants from foreign jurisdictions moved to Russian offshore companies, and their total number increased almost 1.5 times.
