Clarifying what he means by the word "victory," Trump cited, among other things, the recent capture of Venezuelan leader Nicolas Maduro and the operation in Syria in 2019, which ended with the elimination of the founder of the Islamic State (IS, a terrorist organization banned in Russia) Abu Bakr al-Baghdadi.
