Deputies will submit to the State Duma a bill proposing to pay mothers two allowances if a new pregnancy occurs during maternity leave to care for their first child. The initiative will be submitted to the State Duma on January 14, LDPR leader Leonid Slutsky told Izvestia.
"Today, Russian mothers are faced with an extremely unfair choice: if a new pregnancy occurs during maternity leave to care for their first child, a woman is forced to give up one of the benefits required by law. Most often from payments for the care of the firstborn. In real life, this means a sharp drop in income precisely at the moment when the family is faced with a double burden: the needs of a newborn always come out to families "for a penny", but spending on the first child does not go anywhere. We are sending a bill to the State Duma that will clearly establish that if pregnancy occurs during parental leave, a woman should receive both maternity and first child care benefits," he said.
Such an initiative will help keep the family a stable income during a difficult period. She works directly to protect motherhood, strengthen family guarantees and provide real support to demographics, according to the explanatory note to the bill.
The amount of the child care allowance may not be less than 10.8 thousand rubles. As a general rule, it amounts to 40% of the average mother's earnings over the past two years and is paid monthly until the child turns 1.5 years old.
On January 8, Sergey Rybalchenko, Chairman of the Commission of the Public Chamber of Russia (CC RF) on demography, protection of family, children and traditional family values, said that the minimum amount of child care allowance for up to 1.5 years should be increased so that it is not lower than the subsistence minimum. Today, according to Rybalchenko, steps are being taken in Russia to support mothers. So, he recalled the payments of more than 90 thousand rubles for young mothers who are full-time students of higher and secondary vocational educational institutions.
