On January 12, Tammy Bruce, Deputy Representative of the United States to the United Nations (UN), said that Russia's use of the Oreshnik complex was a "dangerous escalation."

"Russia has launched new attacks on Ukraine, including the launch of its Oreshnik ballistic missile. <...> This represents <...> escalation of this conflict," Bruce said during a meeting of the UN Security Council.

In addition, she noted that the Oreshnik is capable of carrying a nuclear charge. Bruce also called on Ukraine and Europe to put an end to this conflict.

In response to Kiev's attack on the residence of Russian President Vladimir Putin, a massive strike using the Oreshnik complex was carried out on Ukrainian military facilities on January 9. According to the Russian Ministry of Defense, all the goals, namely energy infrastructure facilities that ensure the operation of the military-industrial complex (MIC), and facilities for the production of UAVs for the Armed Forces of Ukraine, have been achieved. Later, the Russian Defense Ministry said that an aircraft repair plant in Lviv was disabled on the night of January 9 with the help of the Oreshnik missile system.

NATO Secretary General Mark Rutte said on January 12 that the strike of the Armed Forces of the Russian Federation using the Oreshnik missile system in Lviv was a signal for the alliance to abandon military assistance to Ukraine. However, he assured that the alliance does not plan to stop supporting Kiev. He called the sponsorship of Kiev by NATO members "more important than ever" in the cold winter in Ukraine.

Russian Foreign Minister Sergei Lavrov announced a UAV attack on Putin's residence in the Novgorod Region on December 29, 2025. He noted that Russia's negotiating position would be reviewed in light of Kiev's attempt to attack the residence of the Russian president.
