The deterioration of public utilities in Transbaikalia has reached 70%
In the Trans-Baikal Territory, the deterioration of utility networks is estimated at 70%. This was reported to ChitaMedia news agency by the regional Ministry of Housing, Energy, Digitalization and Communications.
The data on deterioration is given at the end of 2025. The Ministry of Housing and Communal Services notes that the main obstacle to the replacement of networks remains a lack of funding.
Thus, the preparation for the heating season is under the jurisdiction of municipalities, but local budgets do not provide funds for these purposes. The Ministry is carrying out systematic work on the preparation and conclusion of concession agreements, and funds are also allocated from the federal budget for the project "Modernization of communal infrastructure", but they are not enough.
In 2025, 19 concession agreements were concluded for the maintenance of housing and communal services, and 64 more are planned to be concluded in 2026. For example, in the Kalgan District, cold water supply networks are being modernized under a concession agreement.
According to the regional Ministry of Housing and Communal Services, 387 million rubles were spent last year in Transbaikalia on the project "Modernization of communal infrastructure", which is part of the national project "Infrastructure for Life". Work took place in 10 municipalities, 29 km of pipelines were upgraded.
In December, it was reported that in 2026, utility tariffs in Russia will increase by an average of almost 18%, the increase will take place in two stages. Stepan Cupanchikov, the commercial director of Teplokom, told Izvestia on December 10 about what contributes to the price increase and what changes Russians expect in this regard.
