A draft has been submitted to the State Duma to increase the pension allowance to the minimum wage level from the age of 80

Deputies from the Liberal Democratic Party, led by party leader Leonid Slutsky, submitted to the State Duma (DG) a bill providing for an increase in the pension allowance for citizens over 80 years of age and group I disabled people. The document is posted in the electronic database of draft laws.

Until 2025, the care allowance was assigned to persons who actually took care of pensioners and the disabled of the first group. In 2025, it was introduced as a direct supplement to the pensions of the elderly and the disabled of the first group. The explanatory note states that currently the amount of the surcharge is 1.2 thousand rubles per month.

The draft law proposes to set this payment at the level of the minimum wage (minimum wage). According to the current parameters, in 2026 the minimum wage is 27 093 rubles. The authors of the initiative emphasize that the surcharge will not depend on the availability of a caregiver, and recipients will be able to manage their own funds.

It is also noted that the document does not introduce additional requirements or restrictions for citizens who continue to care for the elderly or the disabled. According to the authors of the bill, the proposed measure will improve the financial situation of citizens over the age of 80 and people with disabilities of group I, and will also enable caregivers to maintain employment.

Yaroslav Nilov, Chairman of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, announced on January 10 that state disability and social pensions would be indexed from April 1, taking into account the increase in the living wage for pensioners. The growth index of the living wage for disability pensioners in 2026 was 6.8%. This measure will be applied to the disabled of the Great Patriotic War, blockade survivors, certain categories of disabled military personnel who suffered in Chernobyl, as well as disabled children who are entitled to a social disability pension.
