Insurers have announced an increase in cases of fraud with the European protocol
In 2025, there was a tendency to use fraudulent schemes when applying for a European protocol in the event of an accident, these methods allow scammers to effectively earn money from insurance companies. This was announced on January 12 by Sergey Yefremov, Director of Asset Protection at the Russian Union of Motor Insurers (RSA), the press service of the union reports.
The scheme is related to the registration of a European protocol, when an accident notification is issued manually, which makes it difficult to verify the participants in the incident, and then it is photographed and sent to the insurance company via a mobile application. At the same time, pictures of damaged cars are taken directly through the mobile application.
"And here quite often, using a multi—drive, when the CTP policy allows the use of a number of drivers without restrictions, a non-existent driver fits in," Yefremov noted, pointing out that fraudulent schemes are actively used, in particular, in the Novosibirsk and Samara regions, as well as the Primorsky Territory.
He shared that the RSA and insurance companies are developing methods to counter fraudsters. One of the proposals is to amend the law on CTP to create a barrier to fraudulent schemes. According to Efremov, it is necessary to make sure that accident notices and photos can be issued in a mobile application and only in electronic form.
On December 8, the head of the RSA, Yevgeny Ufimtsev, proposed sending warnings through the Gosuslugi portal to car owners who did not have a CTP policy, instead of immediately issuing fines.
