The head of the Economic Committee of the Federation Council, Andrei Kutepov, proposed expanding the functionality of cameras for photo and video recording of traffic violations so that they record violations not only in the "bus" lane, but also across the entire width of the road. The bill has been sent for review to the Russian government, it was reported on January 12.

"Despite the fact that stationary cameras installed on roads with a dedicated lane for the movement of fixed—route vehicles make it possible to monitor the entire width of the road, their functionality, taking into account changes in legislation, cannot be fully used," Kutepov told RIA Novosti.

According to him, in St. Petersburg, from January 1 to September 7, 2025, 22.6 thousand decisions were issued using cameras, of which only 11.1 thousand related to violations in the "bus" lane. The senator stressed that the expansion of powers would improve the effectiveness of control and safety on the roads.

Earlier, on November 26, it was reported that the State Duma Committee on State Construction recommended rejecting amendments to the Administrative Code prohibiting fining drivers through cameras installed with violations. The draft law of 2021 provided for uniform requirements for cameras, software and the placement of complexes, but now the problem is proposed to be solved through timely maintenance of equipment and financing of its operation.
