The Verkhovna Rada wants to cancel the deferral from mobilization for men over the age of 25 who enter universities and vocational education institutions. This was announced on January 11 by the head of the Committee on Education, Sergei Babak.
"This is quite radical, but it needs to be done if we are talking about the security of our country," the Strana newspaper quotes Babak as saying.ua" in his Telegram channel.
According to him, the Ukrainian parliament is already ready for the second reading of the draft law, which does not restrict the right to education, but deprives men aged 25 and older of the right to a deferral from mobilization if they enroll in education.
Babak noted that until 2022, about 30 thousand men over the age of 25 studied in the higher and professional education system on average. As of September 1, 2025, their number has increased by about 8.5 times, to about 250 thousand. He also stated that as a result of inspections by the state Service for the Quality of Education of Ukraine, almost 50,000 people who were only formally enrolled in educational institutions were expelled.
On January 4, Verkhovna Rada deputy Natalia Pipa announced that students in Ukraine had begun to be expelled en masse for missing classes. According to her, this is happening against the background of a sharp increase in the number of men of military age among applicants.
On January 1, a representative of the Russian security forces noted that the Ministry of Defense of Ukraine would soon introduce a system called "Check-in of the mobilized", which would allow representatives of the department to track the movements of each conscript. The first step of this system is an electronic military accounting document in the Reserve+ application.
