The State Duma has begun drafting amendments aimed at combating the illegal sale of alcohol. This was announced on January 9 in the press service of the first deputy chairman of the State Duma Committee on Control Dmitry Gusev.
"Currently, the State Duma is preparing legislative changes aimed at curbing the illegal remote sale of alcoholic beverages. We are talking about the introduction of liability for couriers who knowingly participate in the delivery of alcohol prohibited for online sale," RIA Novosti quoted the agency as saying
It is noted that the amendments will affect Articles 171.3 and 171.4 of the Criminal Code of the Russian Federation, as well as articles 14.17.1 and 14.17.2 of the Administrative Code of the Russian Federation. This will make it possible to read the actions of couriers as conscious participation in a crime.
"Today, couriers often try to present themselves as random people who "just handed over the package." But when a person knows that he is carrying alcohol that is prohibited for remote sale, he becomes a participant in an illegal scheme. We consider it fundamentally important to close this loophole and make responsibility inevitable for all parts of the chain," the press service explained.
