A new draft law on administrative responsibility for intrusive harassment, including harassment on the Internet, has been sent to the Government of the Russian Federation for consideration. This was announced on January 9 by Yaroslav Nilov, Chairman of the State Duma Committee on Labor, Social Policy and Veterans' Affairs.

According to TASS, the bill introduces Article 5.612 "Obsessive harassment" into the Code of Administrative Offences of the Russian Federation and provides for fines for systematic unwanted attention to a person, surveillance, threats, intimidation or harassment causing psychoemotional discomfort. For the first violation, a fine of 2 thousand rubles is proposed, for repeated violations — up to 5 thousand rubles or arrest for up to 15 days.

The document expands guarantees for the protection of citizens' right to personal integrity and allows victims of stalking to contact a prosecutor, after which the case will be considered by a justice of the peace. This is a revised version of the previous bill, which was not previously passed.
