In Russia, it was proposed to introduce mandatory standardization of children's products. Such a bill, as Izvestia found out, is planned to be submitted to the State Duma by deputies of the LDPR faction led by Leonid Slutsky on January 9.
"Products for children, by definition, must meet the highest quality and safety requirements. Alas, in practice, harmful and toxic goods quietly fall into the "children's hands", because there are still no uniform strict standards and real control in this area. We are increasingly receiving appeals from citizens dissatisfied with the extremely low quality of children's clothing, toys, and other products. This is also confirmed by expert assessments. The market is overflowing with consumer goods made by no one knows where or by whom," Leonid Slutsky explained.
In his opinion, it is important to clearly understand which products are of high quality: that is why the Liberal Democratic Party proposes to introduce mandatory standardization of children's goods.
The clothes, toys and household items of a child are either completely safe or should not enter the market in principle, the parliamentarian emphasized.
The explanatory note to the bill provides an example that a study of soft-stuffed toys with the image of Huggy Wagga, the hero of a computer game, showed the presence of massive quality problems. Thus, in 88% of the toys studied, there was a discrepancy between TR CU 008/2011 in terms of phenol content in the aquatic environment, and in 44% there was a discrepancy in terms of the toxicity index.
Half of the toys lose their appearance after five washes, 61% of the toys have unevenly distributed stuffing material, and 72% of the toys have poorly made seams. It is also important to note that in more than 60% of cases it was not possible to find information about the certificate of compliance with technical regulations, since these toys did not have any information about the manufacturer or importer.
The document also notes that today the safety of children's products is largely ensured by the technical regulations of the Customs Union. However, they do not always contain sufficient detail. In this regard, national standards (GOST) play an important role, which specify the requirements, establish test methods, labeling and classification rules.
Since December 1, 2025, Russia has introduced mandatory labeling of toys and games for children under 14, shaving supplies, as well as cocoa and hot chocolate. It is specified that the measure is designed to reduce the volume of counterfeit and illegal products. In addition, the share of illegal products in the razor and blade segment exceeds 20%.
Earlier, on November 19, it was reported that large-scale testing of a new labeling system for meat products, semi-finished products and frozen food products will begin in Russia. It was specified that the experiment will last until February 28, 2026.
