The State Duma has listed categories of citizens exempt from tourist tax
In Russia, veterans of military operations, participants in a special military operation (SVO), minors and a number of other categories of citizens are exempt from paying tourist tax. This was recalled on January 8 by State Duma Deputy Alexander Yakubovsky.
"Such categories include, in particular, minors, persons with disabilities of groups I and II, children with disabilities, veterans and invalids of military operations, participants in military operations, Heroes of the Soviet Union and Russia, full cavaliers of the Order of Glory, as well as citizens who have arrived for treatment or medical rehabilitation, and persons on official business trips to there are supporting documents," RIA Novosti quoted him as saying.
It is noted that the tourist tax can be introduced by local governments or on the basis of the laws of cities of federal importance. If the relevant decision is not made, the tax on the territory of the municipality is not charged.
Earlier, in December, it became known that from January 1, 2026, a tourist tax for the hotel business will be introduced in several Russian cities, which should help replenish local budgets and develop tourism infrastructure. Kursk, Nizhny Novgorod, Samara and Tyumen are among the cities that have decided to introduce the tax. Vice-Mayor of Samara Yulia Ashurkova said that the tax rate in the city will be 1% and gradually increase to 5% by 2030.
