Sobyanin said that emergency crews of the capital's public utilities are on duty around the clock in the twin cities, even on holidays. In particular, they help local specialists "go through the autumn-winter and heating periods" and promptly repair damage to utility networks.
In addition, according to the mayor of Moscow, work continues in Donetsk to eliminate the consequences of the shelling. Specialists from the capital are restoring structures, roofs and glazing. In parallel, round-the-clock water delivery is organized.
Sobyanin recalled that by the end of 2025, key works had been completed at a number of large facilities in the twin cities. So, in Donetsk, specialists carried out major repairs of the polyclinic building built in 1950, updating its engineering systems. In Lugansk, the capital's specialists repaired the music school building. It has modern communications and a barrier-free environment. Specialized classrooms and an auditorium for concerts have appeared in the building.
At the end of December, the mayor of Moscow took part in the annual Christmas Tree of Wishes charity event, fulfilling the dream of a schoolgirl from Lugansk. Sobyanin sent a gymnastic wall as a gift to 11-year-old Arina, a participant in numerous creative contests and Olympiads. The capital's volunteers, who organize assistance to people in the SVO zone and new regions, helped to deliver and assemble the gymnastic equipment.
