The Russian government has instructed to work out stricter liability for droppers

Russian Prime Minister Mikhail Mishustin instructed to work out additional measures to strengthen the responsibility of droppers, as well as to increase the responsibility of telecom operators for violations when concluding service contracts in the fight against cyberbullying. This was announced on January 3 by the government's press service on its website.

It is specified that it is planned to expand the package of measures to counter crimes committed using information and communication technologies. In particular, it is proposed to intensify data exchange between banks, telecom operators, digital platforms and government agencies through the state information system "Antifraud".

It is also planned to tighten measures against droppers and strengthen the responsibility of telecom operators for concluding contracts in violation of legal requirements and for not taking anti-fraud measures.

In addition, an initiative is being considered to introduce joint liability of telecom operators and credit institutions for damage caused to citizens as a result of fraud, in cases where banks and operators have not taken the necessary measures to prevent it.

The deadline for completing the orders is set until April 10, 2026. At the same time, an interim progress report should be submitted to the government by February 10, 2026.

In December 2025, the Russian government prepared an expanded second package of measures aimed at strengthening the protection of citizens from telephone and Internet fraud. Among the proposed innovations is the restriction of international incoming calls without the prior consent of the subscriber, as well as the mandatory labeling of such calls. Additionally, it is planned to introduce children's SIM cards, which will allow parents to control their child's access to unwanted content without submitting separate applications.
