On January 1, the provisions of paragraph 2 of Article 3 of the Federal Law "On Amendments to the Budget Code of the Russian Federation" came into force in Russia. The introduction of the digital ruble into the budget and banking sectors has begun in the country.

Since the beginning of this year, it has become possible to transfer funds to the budget and make transfers to federal institutions in digital rubles. Also, by September, the largest banks and trading companies will be required to provide the opportunity to conduct transactions in digital currency for everyone, and the remaining universal banks and their large clients will implement such calculations in exactly one year.

At the same time, from July 2027, operations with digital rubles will be available for regional and local budgets. The obligation to support such operations will be introduced for all banks and companies from September 1, 2028.

Anatoly Aksakov, head of the State Duma Committee on the financial market, said on December 30 that Russians will be able to start receiving salaries in digital rubles from September 1, 2026. In addition, starting from September 1, 2028, all banks, including those with a basic license, as well as enterprises with a turnover of more than 5 million rubles, will be required to provide the opportunity to pay using the digital ruble. The MP also stressed that these measures are a voluntary decision.
