The attack of the Armed Forces of Ukraine (AFU) on a cafe and a hotel in the Kherson region on New Year's Eve is a direct act of state terrorism. This was announced on January 1 by Konstantin Kosachev, Deputy Speaker of the Federation Council (SF).

"Any strike on civilian targets is a war crime and an act of state terrorism. This is the only way to characterize and classify this terrible tragedy. Apart from the fact that this is legally an act of state terrorism, it is, of course, absolutely immoral and cynical," he stressed.

He noted that the enemy purposefully attacked the civilian population, using a reconnaissance drone that identified the target, so the randomness of this attack is excluded. At the same time, Kosachev added that the Kiev regime has eliminated any restrictions for itself today.

"I hope that the true essence of the Kiev regime has now been exposed, as they say, 100%, 200%, 1000% and leaves no doubt in anyone's mind," the vice speaker said.

In addition, the Kiev regime is currently launching a "frontal attack" to demonstrate its determination and combat capability to its "Western patrons." However, Kosachev expressed confidence that an attack on civilians in the Russian region on a holiday would force foreign leaders to "turn their minds" and "break their hearts and souls" at the scale of the tragedy.

"This regime should not be supported under any circumstances, within any framework," he concluded.

The governor of the Kherson region, Vladimir Saldo, reported earlier that day that the Ukrainian Armed Forces had attacked a cafe and a hotel in Khorlakh with three drones, killing 24 people and injuring more than 50 others. At the moment, 29 people have been hospitalized, among them children born in 2008, 2012, 2018, 2019. Six victims, including children, are in serious condition. The Investigative Committee of the Russian Federation has also opened a criminal case under Article 205 of the Criminal Code of the Russian Federation ("Terrorist act").

The Russian Foreign Ministry also stated that the attack by the Ukrainian Armed Forces was planned, Ukrainian militants purposefully attacked a crowd of civilians. The ministry stressed that this incident is another terrorist act directed against the population of the country's regions.
