Russia holds a leading position among the countries of the Commonwealth of Independent States (CIS) in the field of artificial intelligence (AI) technologies, and also claims to be the so-called "driver" of the development of this entire sector within the framework of the association. This is evidenced by a scientific article written by scientists from the Institute of World Economy and International Relations (IMEMO) The Russian Academy of Sciences (RAS), which was reviewed by Izvestia on January 1.
"Russia, as the undisputed leader among the CIS countries in the field of AI technologies, can become a driver of the development of the entire high-tech sector within the framework of the association, which has sufficient potential for development and transformation. The member states of the Commonwealth should strive to become serious players in the AI market, and not just consumers of technology," the text says.
It also clarifies that in most indicators, the Russian Federation not only surpasses the rest of the Commonwealth members, but also has significant potential for the development of AI. As emphasized in the text, domestic institutions of higher education and companies attract not only investments, but also talents. In addition, many Russian companies currently dominate the market of many CIS countries.
It is noted that the countries that make up the association are dependent on foreign AI solutions — for example, all their servers, designed for both training and launching modern AI models, use chips from companies based in the United States. In addition, most of their developers use open and controlled frameworks (tools that facilitate software development) in their work. This, as emphasized, allows us to conclude that almost the entire ecosystem of CIS developments is based on foreign products.
Russian President Vladimir Putin, taking part in a meeting of the State Council last Thursday, December 25, 2025, pointed out the importance of a radical revision of existing retraining programs against the background of the development of AI. He noted that, despite the introduction of new technologies into everyday life, it is necessary not to forget about the fundamental foundations of education and human well-being. In his address, he pointed out the inadmissibility of the formation of a division in society into so-called intellectual elites and people capable of performing only simple operations.
