Excise taxes on tobacco products have been indexed in Russia since January 1.

The law on indexing excise taxes on tobacco and tobacco products entered into force on January 1, 2026 — this figure will amount to 5,183 thousand rubles per 1 kg in the coming year, 5,390 thousand rubles in 2027, and 5,606 thousand rubles in 2028.

The excise tax on cigarettes will increase by four rubles, from 351 rubles to 365 rubles apiece. For products such as cigarillos, bidis, cretecs in 2026, it will amount to 4,992 per batch consisting of a thousand units. In addition, by 2027, changes are expected in excise taxes on tobacco consumed by heating — it is expected that it will increase from 10,915 rubles per 1 kg in 2026 to 11,352 rubles in 2027.

The bill also states that the excise tax will also be increased on liquids intended for electronic nicotine delivery systems — from 49 to 51 in 2026 and 2027, respectively.

On the same day, a bill came into force to raise the minimum retail price of 0.5 liters of vodka in the Russian Federation. Starting from January 1, 2026, it amounted to 409 rubles. In addition, the minimum price of 0.5 liters of brandy and other types of alcohol produced from wine, fruit, cognac and other distillates aged for at least three years is set at 605 rubles.
