Starting in 2026, Russians will receive an annual family allowance.
On January 1, 2026, changes in the rules for the appointment and payment of monthly allowances in connection with the birth and upbringing of a child came into force. According to the new rules, in order for a family to qualify for a single payment, the income of each able-bodied adult family member must be at least eight times the minimum wage (216,744 rubles) per year, this change also increases the lower income level, which in 2025 was 4 minimum wage (89,760 rubles).
The estimated period for determining income is the last 12 months preceding two months before applying for benefits. For example, if a family applies for benefits in January 2026, then adult income will be calculated from December 2024 to November 2025.
One of the changes was the inclusion of sick leave in the calculation of income for benefits, and financial assistance from the employer is no longer taken into account.
The single child benefit, which was introduced in 2023, replaced six different state aid measures. Pregnant women who have registered before 12 weeks of age, as well as families with children under 17 years of age, can apply for the payment. Among the mandatory conditions are that the average per capita income of a family should not exceed the subsistence level in the region, as well as the presence of Russian citizenship. The family must also comply with the property restrictions established by law.
