A fine of up to 400 thousand rubles may await those who launch fireworks in the wrong places. This was announced on December 31 by a lawyer, a member of the Union of bloggers lawyers based at the Moscow State Law Institute. Maria Dusheva Kutafina at the Russian Bar Association.
It is specified that it is forbidden to launch fireworks where people live, as well as on balconies, loggias and roofs. It is forbidden to use them near kindergartens, schools, hospitals, historical monuments, nature reserves and cemeteries. It is important to keep in mind the safe distance: from 10 to 100 m to houses, trees, wires, cars, warehouses and gas pipes. And, of course, no fireworks in strong winds — if the wind is stronger than 5 m/s, it is dangerous.
"Violation of these requirements entails a fine under Article 20.4 of the Administrative Code of the Russian Federation ("Violation of fire safety requirements") — for individuals from 20 thousand to 30 thousand rubles, for officials from 30 thousand to 40 thousand rubles and for legal entities from 250 thousand to 400 thousand rubles," Dusheva shared in an interview with RIA Novosti.
The lawyer drew attention to the fact that if the improper use of pyrotechnic products leads to harm to the health of citizens or damage to property, the perpetrators may be prosecuted under articles providing for "causing serious harm to health through negligence" or "destruction or damage to property."
The Ministry of Internal Affairs of Russia in Moscow on December 31 recalled that on New Year's Eve, Muscovites may receive an administrative fine of 5,000 to 15,000 rubles for launching fireworks, fireworks and rockets, but in case of severe consequences, the perpetrators face criminal liability. In the event of severe consequences for a person who has committed a violation of the rules for the use of pyrotechnics, criminal liability is provided for up to five years.
