Romania has joined the program for the purchase of American weapons "The List of priority requirements of Ukraine" (PURL) for the country's military needs, allocating €50 million under the program. The Romanian Foreign Ministry announced this on December 30.

"Romania's participation in the American PURL mechanism directly contributes to strengthening regional security and is fully consistent with Romania's obligations within NATO and its Strategic Partnership with the United States," the ministry said in a press release on its website.

It is specified that Romania will allocate funds in the amount of €50 million in accordance with the country's budget ceiling for 2025. As part of the PURL procurement program, NATO members purchase military equipment, ammunition, and weapons from American stocks.

The Russian Embassy in Oslo said that Norway intends to focus on creating a "naval flotilla" for Kiev in 2026, as well as on training the Armed Forces of Ukraine (AFU) to conduct river operations. In the Norwegian budget for 2026, allocations for assistance to Kiev are provided at the current year's level — $8.3 billion, of which $6.85 billion is intended for military assistance.
