New fines for violations of the rules of transportation of children have entered into force.

Today, on January 9, amendments to the Administrative Code of the Russian Federation came into force, which established new sanctions for violations of safety rules when transporting children, the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia told Izvestia.

Amendments were made to Part 3 of Article 12.23 of the Administrative Code of the Russian Federation: as of today, violation of the requirements for the transportation of children established by the Rules of the Road entails the imposition of an administrative fine on the driver in the amount of 5 thousand rubles (previously — 3 thousand rubles); on officials — 50 thousand rubles (previously — 25 thousand rubles); on legal entities individuals — 200 thousand rubles (previously — 100 thousand rubles), the department said.

At the same time, carriers who carry out this activity without forming a legal entity (the so—called sole proprietors), as before, bear administrative responsibility on an equal basis with legal entities - 200 thousand rubles from January 9, 2026, the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia emphasized.

As for individual carriers who apply the special tax regime "Professional Income Tax" (the so-called "Self-employed", they are responsible as officials for violating the rules of transportation of children, if this offense is committed by them in the process of transporting passengers and luggage by a passenger taxi (a fine of 50 thousand rubles), noted in the department.

Taxi drivers without child restraints will pay up to 200 thousand rubles.

Earlier, on December 26, 2025, it became known that on December 26, the Ministry of Internal Affairs developed amendments to the rules for passing the driver's license exam. They relate to medical certificates, reducing the time allowed before passing the practical law exam after passing the theory, and the time for a second theoretical exam after the results are canceled.
