Russians will be able to start receiving salaries in digital rubles from September 1, 2026. This was announced on December 30 by Anatoly Aksakov, head of the State Duma Committee on the Financial Market.
"There is a plan that has been approved by the State Duma. From September 1 next year, from 2026, any citizen who wants to use a digital ruble will be able to do so, receive a salary in digital rubles," RIA Novosti quoted him as saying.
According to Aksakov, banks that will be required to provide operations with the digital ruble include systemically important credit institutions. Currently, there are 12 such banks in Russia, and their total turnover exceeds 80%.
Aksakov added that from September 1, 2026, only those enterprises with a turnover of 120 million rubles or more will participate in the process. At the same time, from September 1, 2027, the obligation to sell goods and services for digital rubles will apply to banks and enterprises with a turnover of 30 million rubles or more.
In addition, starting from September 1, 2028, all banks, including those with a basic license, as well as enterprises with a turnover of more than 5 million rubles, will be required to provide the opportunity to pay using the digital ruble. The MP also stressed that these measures are a voluntary decision.
On December 18, the Russian government approved a list of federal budget expenditures that can be implemented using the digital ruble in 2025. The list includes expenses for social security and other payments to the population, salaries and other payments to staff, as well as expenses for capital construction (reconstruction), repair and maintenance of state-owned facilities.
In October, Yaroslav Nilov, chairman of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, noted that Russian pensioners would continue to receive pensions in the usual way, and there were no mandatory plans to transfer them to the digital ruble. Nilov clarified that all payments in full will be made in the way that the pensioner wishes.
