There are no separate rules of silence for New Year's Eve and New Year's holidays, Elena Grin, Deputy head of the Department of Intellectual Rights at the Moscow State Law Institute, Chairman of the Union of Bloggers Lawyers, told Izvestia. According to her, during this period it is necessary to be guided by the general norms established by the regional legislation.

"There is no single law establishing the rules of silence, however, there is regional legislation that regulates the regime of silence. There are no separate exceptions for New Year's Eve. Therefore, you should follow the general rules: for example, in Moscow you can not make noise from 23:00 to 7:00," explained the lawyer.

She also noted that on New Year's Eve, police officers, as a rule, show great loyalty, but you should not count on it.

Administrative liability is provided for violation of the silence regime: in Moscow, the fine for individuals is up to 2 thousand rubles, for officials — up to 8 thousand rubles, for legal entities — from 40 thousand to 80 thousand rubles.
