Starting from January 1, 2026, Russian citizens will be given the opportunity to put up to six additional marks in their passport at their own discretion. This was announced on December 30 in the press center of the Ministry of Internal Affairs of the Russian Federation.

It is specified that instead of the INN in the passport, it will be possible to specify a new identifier from the Unified Population Register, which is assigned to each Russian citizen.

"In accordance with paragraph 8 of the regulations on the passport of a citizen of the Russian Federation, at the request of a citizen of the Russian Federation, the following marks are placed in the passport: about the taxpayer identification number (until January 1, 2026), about the entry number of the unified federal information register containing information about the population of the Russian Federation, formed in relation to a citizen of the Russian Federation (from January 1, 2026)"The ministry told TASS.

Also, the tax authorities, the Ministry of Internal Affairs and its divisions will put appropriate marks if information is available. Also, if desired, information about registration and dissolution of marriage can be entered in the Registry Office, the Ministry of Internal Affairs or its territorial bodies, and information about children under 14 and previously issued passports can be entered in the Ministry of Internal Affairs. In addition, valid foreign identity cards will be available at the Ministry of Internal Affairs and the MFC. Medical institutions of the state healthcare system will allow entering data on blood type and Rh factor into the passport.

Evgeny Masharov, a member of the commission of the Public Chamber of the Russian Federation for the public examination of draft laws, said on December 29 that Russian citizens can still indicate an INN in their passport, but from January 1, 2026, it will be replaced by a new identifier of the Unified Population Register. He clarified that the ID of the person is a unique 12-digit number that is assigned once and includes basic information about a person, including INN, SNILS and data on civil status.

On December 3, Deputy Head of the State Duma Committee on Budget and Taxes Kaplan Panes (LDPR) announced that from January 1, 2026, Russian citizens' passports will be marked with the entry number of the Unified Federal Information Register (UID), which helps to verify their identity remotely and safely. It was specified that this mark would simplify and speed up the provision of state and municipal services.
