Sergei Rybalchenko, Chairman of the Russian Public Chamber's commission on demography, protection of family, children and traditional family values, said on December 30 that the introduction of an unconditional basic income in Russia is possible, but this measure is unlikely to significantly affect the improvement of the demographic situation.
"I think [it's] possible. And in principle, there are all the conditions and grounds for this," he said in an interview with TASS.
Rybalchenko noted that, despite the positive experience of other countries, the introduction of basic income has not had a significant impact on demographic indicators. He stressed that comprehensive support for large families is more important, rather than allocating resources to all families through basic income. According to him, in order to increase the birth rate, it is necessary to focus on families that share the values of the state and support the reproduction of the population.
