Issuance of market mortgages exceeded 500 billion rubles in 2025

The volume of disbursements under basic mortgage programs increased from 51.2 billion rubles in the first quarter to more than 220 billion rubles by the end of the year. In total, in 2025, the issuance of market mortgages has already exceeded 500 billion rubles, analysts at Sberbank's Domclick service estimate.

By the end of 2025, Sber issued basic mortgages in the amount of more than 500 billion rubles. Quarterly disbursements grew by an average of 60%, and the largest increase was recorded in the third quarter — 80% more borrowed funds were disbursed compared to the second quarter. The fourth quarter became a record, for which more than 220 billion rubles were issued.

The main driver of high demand for basic mortgage lending programs at the end of the year was the reduction of the Central Bank's key rate to the lowest annual figures, Domclick noted. More comfortable lending conditions released the pent-up demand that formed in the first half of the year, when the Central Bank's rate was rather defensive, analysts emphasized.

The Samara Region became the leader in the share of basic mortgage programs (30.4%). Almost every third mortgage in the region in 2025 was issued without state support. The Murmansk Region is in second place (29.2%), Saratov (27.9%) and Omsk (27.4%) regions are in third and fourth places with almost identical indicators. Komi Republic closes the top five, where market mortgage programs accounted for 27.2% of the volume of loans issued.

Earlier, analysts of the service estimated the demand for "secondary" in the regions. According to experts, in 2025, Russians preferred to buy one- and two-bedroom apartments in relatively new residential buildings with mortgages. Domclick noted that Sberbank alone had completed more than 170,000 mortgage transactions with ready-made housing. The largest number of them were committed in the Central Federal District (25.2%), the least apartments on the secondary market were purchased in the North Caucasus Federal District (3.7%).
