State Duma deputy, Deputy Chairman of the Budget and Taxes Committee Kaplan Panes told Izvestia that the law on the joint use of telecommunications infrastructure provides for large operators to provide access to their base stations in territories where there is no coverage for all four leading market players.

According to him, this should provide residents of small towns and travelers with the opportunity to use communications and digital government services, regardless of the chosen operator.

"The recipient operators will have a month to send a request for access to the networks, and the donor operators will be required to conclude an agreement defining the terms and cost of joint operation. Thus, the problem of the "last mile" in hard—to-reach settlements is solved not by building new, economically unprofitable towers by each operator, but through the effective use of existing infrastructure," said the deputy.

Panes noted that the joint use of base stations will become the main mechanism for connecting villages with populations from 100 to 1000 people and sections of federal highways. The project will be implemented on the basis of 2G and 4G networks, and the list of territories subject to priority connection will be formed by the Ministry of Finance and the Ministry of Transport.
