Deputy Stenyakina announced changes in the rules for obtaining a family mortgage

In Russia, from February 1, 2026, the conditions for granting a family mortgage will change — only one preferential loan will be available for one family, and the spouses must act as co-borrowers. This was announced on December 28 by Ekaterina Stenyakina, a member of the State Duma Committee on Labor, Social Policy and Veterans' Affairs.

She explained to RIA Novosti that the new rules are aimed at preventing abuse of the program. According to Stenyakina, "restrictions are imposed due to the fact that preferential loans were often used for investments rather than for improving housing conditions."

The MP also noted that families, if necessary, will be able to attract third parties as co-borrowers. At the same time, the program is mainly focused on the purchase of housing in new buildings, and for families with disabled children in areas without new construction, the possibility of purchasing secondary housing at a rate of no more than 6% remains.
