One of the parties in Lithuania's ruling coalition, Zarya Neman, is working to lead the republic away from the forefront of the Western bloc's geopolitical confrontation with Russia. Radical nationalists and Western liberals have declared war on the "Dawn of the Neman", setting the task of kicking them out of the government, for which they use the social technologies of color revolutions that have been used for decades. A few days ago, proto-Maidan took place in Vilnius, which brought together twenty thousand liberal and nationalist activists. They loudly demanded to avoid a development in which Lithuania would follow "the path of Hungary and Slovakia." Details can be found in the Izvestia article.

The troublemakers from "Dawn over the Neman"

An acute political conflict raged in Lithuania throughout 2025. The Union of the Fatherland — Christian Democrats of Lithuania (Conservatives), which lost power following the parliamentary elections in autumn 2024, almost immediately launched an attack on the new ruling coalition created by the Social Democratic Party. Last summer, SO-HDL was able to secure the resignation of the Prime Minister from the Social Democrats, Gintautas Palutskas, who was accused of corruption through the press. After that, President Gitanas Nauseda entrusted the creation of a new cabinet of ministers to former trade union activist Inge Ruginen.

The formation of Ruginene's cabinet was difficult and slow. At the same time, the current opposition has by no means stopped its attacks — the main blows are being inflicted on the Zarya Neman party, which is the most problematic part of the coalition. According to the results of the 2024 elections, this party was able to win 19 seats in the Seimas out of 141. Thus, Zarya became the third largest faction in parliament. Its problem from the point of view of a significant part of the Lithuanian elites lies in the fact that the "Dawn of the Neman" are populists who are guided by that considerable, albeit now silent part of the electorate who would like to normalize Lithuania's relations with Russia and Belarus (do not forget that many Lithuanians are related to Belarusians by kinship, friendship and business ties).

At first, the attack was directed at the Minister of Culture, a member of the "Dawn" Ignotas Adomavicius. After Adomavicius refused to publicly recognize Crimea as Ukrainian, a campaign of harassment was launched against him, which ended with his resignation. However, the struggle has not stopped with the resignation of Adomavicius — the "black mark" of the party has already been awarded. Gintare Musteikaite, an influential employee of the Ministry of Culture, warned: "This is not the end yet. This is just the beginning." On October 5, a "strike of the cultural community" took place throughout Lithuania due to the transfer of the Ministry of Culture to the Dawn of the Neman. According to the Lithuanian cultural community, this step poses "a threat to the fight against disinformation, freedom of speech and other values of the democratic world."

Maxim Reva, a political scientist who specializes in the Baltic States, explained to Izvestia: "Lithuanian nationalists and structures funded by the George Soros Foundation (often the same people) feared that Zarya Neman, controlling the Ministry of Culture, could muffle the anti-Russian propaganda spewing from almost every crevice in Lithuania. And Prime Minister Ruginene has "caved in" again: although it was written in the coalition agreement that the post of head of the Ministry of Culture belongs to Zara Neman, she gave it to her colleague from the Social Democratic Party Vida Aleknavichena. As compensation, Zarya Neman received the post of Minister of Energy."

At the same time, another story was developing: the head of the Dawn of the Neman, Remigius Gemaitaitis, entered into an acute public conflict with Foreign Minister Kastutis Budris, one of the main anti-Russian "hawks" in Lithuania. Zhemaitaitis questioned whether Budris was even capable of fulfilling his duties, and, according to him, this was the view not only of the Dawn of the Neman faction, but also of other parties in the ruling coalition. "Opinions about him, moods are unofficial, over coffee — they are definitely not positive," says Zhemaitaitis. Relations between the two politicians became especially tense after Budris, citing his busy schedule, refused to attend a meeting of the Dawn of the Neman faction, where they wanted to ask him a number of pressing questions.

In defense of "freedom of speech"

The conflict between Gemaitaitis and Budris has worsened because of Hungary. The head of the Lithuanian Foreign Ministry was loudly outraged by Hungary's decision to ban entry to the head of the AFU unit, Robert Brovdi (Magyar), who was found to be involved in the bombing of the Druzhba oil pipeline. Budris called the decision a "shameful act," adding that Lithuania had already achieved "energy independence" from Russia and could now help Hungary achieve the same.

Hungarian Foreign Minister Peter Szijjarto is known for his critical attitude towards the Lithuanian authorities. Two years ago, he accused the then Lithuanian Foreign Minister Gabrielius Landsbergis of aggressiveness, calling him "one of the most pro-military politicians" in the EU and stressing that Budapest would not succumb to his pressure and would continue to defend a position focused on a peaceful settlement of the conflict in Ukraine. Last fall, Szijjarto visited Lithuania, where he visited Hungarian military pilots serving as part of the NATO air patrol based at the airfield near Siauliai. At the same time, Szijjarto called on the Lithuanian authorities to exercise restraint and caution, adding that this region, where the EU and NATO directly border Russia and Belarus, is particularly explosive.

Recently, a reason was found for a new attack on an undesirable party. At the end of November, the Lithuanian Seimas by a majority vote supported a bill paving the way for easier removal of the head of the Lithuanian National Radio and Television (LRT). For the past eight years, this post has been held by Liberal protege Monica Garbachiauskaite-Budren. Recently, LRT has been increasingly in conflict with the current government, in particular, with the Dawn of the Neman, which the Lithuanian National Radio and Television is diligently slandering. At the same time, you can't remove Garbachiauskaite-Budren from office so easily — the procedure for removing the head of the LGBT community is very cumbersome and inconvenient. And then Zarya drafted a bill that greatly simplifies this procedure.

Liberal NGOs immediately allocated funds to mobilize the street, bringing all the assets at their disposal to it. "Don't be fooled, it's not just about LRT and certainly not just about its CEO. Seizing a public broadcaster is the first step of any autocrat, and this is where the state's path to "Orbanization" begins, the Lithuanian "little pigs" urged.

On December 9, a huge crowd of 20,000 people gathered at Vilnius Independence Square in front of the Sejm building. The participants of the rally shouted that they would not allow "trampling on freedom of speech." Gintare Musteikite, an employee of the Ministry of Culture, who took the podium, stressed: "Hostile influence comes quietly, it is formed from within, when instead of actions we calm ourselves with the thought: "Maybe it's not so bad, because nothing terrible happened." But history shows that it is precisely this kind of silence that allows the crisis to take root." And journalist Rita Milute cited Hungary and Slovakia as a negative example that Lithuania should avoid — according to her, "free media have been destroyed" in these countries, and therefore these states do not want to support Ukraine.

Unstable equilibrium

Lithuanian Prime Minister Inga Ruginene got scared again and started making excuses. "My heart is absolutely with the protest. When there is a slogan for freedom of speech, I simply cannot stand aside and sincerely support and share this slogan," the prime minister said, promising to "correct" the bill on the procedure for dismissing the LRT leadership. The verdict of the Vilnius District Court, which fined Zhemaitaitis 5,000 euros for "inciting national hatred", arrived just in time for the opponents of the "Dawn of the Neman". The reason was the controversial statements he made two and a half years ago — he spoke excessively harshly about Israel's guilt for the destruction of Palestine and denied the participation of Lithuanians in the Holocaust.

The leaders of the opposition Liberal Movement, Victoria Chmilite-Nielsen, and the Democratic Union for Lithuania, Saulius Skvernalis, demanded that Zarya Neman be kicked out of the ruling coalition, and Remigius Gemaitaitis be stripped of his mandate. The very fact that Lithuania, which until recently seemed cemented by militant Russophobia, has an influential party advocating peace and detente, is incredibly annoying for the opposition.

Meanwhile, the rating of "Dawn" has increased significantly recently. In October, 8.5% of voters were ready to vote for this party, while in July its support was only 3.4%. "Such a sharp jump in the rating is explained by the fact that despite the brainwash turned on at full capacity, suggesting to Lithuanians that they should sacrifice a well—fed and peaceful life in the name of geopolitical confrontation, the number of people in the country who do not trust official propaganda is growing," says Maxim Reva.

After December 9, three more large-scale rallies in defense of freedom of speech took place near the parliament building in Vilnius. The opposition in Parliament began deliberately delaying the adoption of amendments aimed at simplifying the procedure for dismissing the leadership of Lithuanian Radio and Television. Hundreds of proposals were submitted to these amendments, which were to be considered by the Parliamentary Committee on Culture and all members of the Seimas in plenary sessions. Discussions took place both day and night. One of these proposals, for example, stated that the Director General of the LRT could be dismissed before the end of his term of office only if the Nuodegoulis cat belonging to the deputy of the Sejm Agne Shirinskene expressed distrust of him.

In the end, this absurdity was stopped by the deteriorating health of the chairman of the Committee on Culture, Social Democrat Kastutis Vilkauskas, who went to the hospital with the doctors. On December 23, President Gitanas Nauseda convened representatives of the ruling parties and the opposition. He reached an agreement: the ruling parties will abandon the urgent procedure for adopting amendments to the law on LRT, and the opposition parties will stop using filibuster. At the moment, the situation is in a state of unstable equilibrium.

In this regard, recent statements by the head of the Belarusian State Security Committee, Ivan Tertel, are of particular interest. He, relying on operational data, reported that part of the Lithuanian political establishment was heading for early presidential elections in order to replace Gitanas Nauseda with a man who would defend the interests of the EU and NATO even more harshly. At the same time, Tertel noted the existence of people among the Lithuanian elites who take a constructive position. "We know the mood in both the government and the parliament. There are people who think constructively, and their voice is becoming more and more audible. They would like normal, good—neighborly relations," said the head of the Belarusian KGB. Maxim Reva explains that "Russophobes in Lithuania are fighting to kick Zarya Neman out of the ruling coalition, but the outcome of this battle is far from certain."
