Since January 1, 2026, updated rules for the appointment of a single allowance for families with children and pregnant women will come into force in Russia. This was reported in the press service of the Ministry of Labor of Russia.

According to the ministry, the allowance will be assigned in the amount of 50, 75 or 100% of the regional subsistence minimum for a child or a pregnant woman. The national average for a child's living wage in 2026 will be 18,371 rubles, but the specific amount of payment depends on the family's region of residence.

"Taking into account the practice of appointment, appeals from regions and monitoring of refusals to pay, the rules are being adjusted to increase the targeting of assistance and the fair distribution of funds," the Ministry of Labor explained.

The ministry clarified that from 2026, family income for the 12 months preceding the month of application will be taken into account when calculating benefits. The income structure will include: salaries, royalties, income from entrepreneurship and self-employment, pensions, scholarships, social support measures, alimony, income from deposits and securities, as well as monetary allowances for law enforcement officers.

At the same time, the social contract, maternity capital, regional family capital, tax deductions, compensation for rehabilitation, corporate payments at the birth of a child up to 1 million rubles, annual family payments and payments to residents of the Kursk region received due to loss of property are excluded from the calculation.

The Ministry of Labor also noted that the minimum earnings requirements for parents applying for benefits will change.

"Starting in 2026, sick leave and maternity payments will be counted as labor income, since they are received only by working citizens. At the same time, the minimum income requirement does not apply to pensioners and citizens with disabilities," the ministry stressed.

Separately, the agency clarified that the allowance will automatically be assigned to younger children in families who are already receiving payments for older ones, and a single maternity allowance is paid up to and including the month of birth.
