The State Duma announced the digitalization of disability certificates
In Russia, from March 1, a certificate of disability can be obtained in electronic form, while the possibility of issuing a document on paper will remain. This was announced on December 24 by Anton Nemkin, a member of the State Duma Committee on Information Policy, Information Technologies and Communications, federal coordinator of the United Russia Digital Russia project.
"Starting from March 1, a certificate of disability can be obtained electronically, and this is an important step towards creating a more convenient and accessible system of public services," he said in an interview with RIA Novosti
The deputy explained that the certificate and extract from the act of medical and social expertise will be generated immediately in electronic format on a single digital platform and signed with an enhanced qualified electronic signature of the head of the bureau or an authorized official. The documents will automatically appear in the citizen's personal account on the Gosuslugi portal.
"At the same time, the opportunity to receive documents in traditional paper form remains," Nemkin stressed.
According to him, the measure is part of a broader effort to simplify procedures related to disability identification and social support measures. He recalled that a significant part of medical and social examinations are already conducted in absentia, on the basis of medical documents, without the personal presence of citizens.
Nemkin added that the electronic certificate will speed up the receipt of benefits and support measures, reduce bureaucratic barriers and make public services more convenient and understandable for people with disabilities.
Earlier in the day, Igor Balynin, associate professor of Public Finance at the Finance Faculty of the Financial University under the Government of the Russian Federation, said that in Russia in 2026 the minimum subsistence level per capita will be almost 19 thousand rubles, for the able—bodied population it will be slightly higher - 20,644 rubles. He told about it on December 24. He explained that in the constituent entities of Russia, the minimum subsistence level per capita and for the main socio-demographic groups is determined by the highest executive authorities, taking into account the position of the regional commission for the regulation of social and labor relations.
