In Russia in 2026, the minimum subsistence level per capita will be almost 19 thousand rubles, for the able—bodied population it will be slightly higher - 20,644 rubles. This was announced on December 24 by Igor Balynin, Associate Professor of the Department of Public Finance at the Finance Faculty of the Financial University under the Government of the Russian Federation.

"In 2026, the following minimum subsistence levels were set in the Russian Federation as a whole: 18,939 rubles per capita, 20,644 rubles for the able—bodied population, 16,288 rubles for pensioners, and 18,371 rubles for children," RIA Novosti quoted Balynin as saying.
