Peskov pointed to the development of partnership relations between Russia and Azerbaijan.

Russia understands the decision of Azerbaijani President Ilham Aliyev not to take part in the informal summit of the Commonwealth of Independent States (CIS) in St. Petersburg. This was announced on December 22 by Kremlin spokesman Dmitry Peskov.

"We are absolutely sympathetic. Indeed, all heads of state have a very busy schedule, especially in December, on the eve of the new year. We continue to develop our partnership relations and constructive cooperation with Azerbaijan," he said.
