Russian President Vladimir Putin said that the practice of drastically reducing support measures for large families when they slightly exceed the threshold of need is a mistake and looks immoral. Commenting on the issues of social policy in the framework of the direct line, the head of state criticized the existing approach, in which a family whose income does not exceed the established threshold may completely lose their payments.

"There is no saving here, and trying to get some income at the expense of a large family looks immoral," Vladimir Putin said.

He stressed that this issue needs to be worked out and will be resolved.

The President also touched upon the issue of extending the child care allowance from one and a half to three years. He noted that the issue is limited by budgetary possibilities, but instructed the government to think about how to solve this problem in the interests of families.

What are the main types of benefits?

Government support is divided into one-time and monthly payments. Lump-sum benefits include maternity (maternity) benefits, which compensate for lost earnings for women workers, students, or contract employees. In 2025, its maximum size for standard childbirth is 794,355 rubles. There is also a one-time payment at the birth of a child, which will increase to 26,400 rubles from February 1, 2025.

The main monthly allowance is a child care payment for up to one and a half years. It can be received not only by the mother, but also by any relative who actually cares for the child. The amount is 40% of the average earnings, and in 2025 the minimum (10.1 thousand rubles) and maximum (68.9 thousand rubles) limits are set. Separate monthly child allowances and payments to pregnant wives are also provided for families of conscripted military personnel.

To whom and how is a single allowance assigned

Since 2023, a single (universal) allowance has been introduced to support families with children and pregnant women from low-income categories. It combined several previous payments, including a care allowance for up to 1.5 years and payments for children from 3 to 17 years old. Families where the average per capita income does not exceed the regional subsistence level, and the property meets the established criteria, have the right to it.

In 2025, the average amount of such benefits is from 8.8 to 17.7 thousand rubles per month for a child and from 9.6 to 19.3 thousand rubles for pregnant women. To apply for it, you must submit an application through the Gosuslugi portal, to the customer service of the Social Fund of Russia (SFR) or the IFC. The decision is made within 10 working days based on a comprehensive need assessment, which takes into account the income and property of the family.

The key criterion for receiving most benefits, including single benefits, is the level of family income. It is calculated as the average income per person for the last 12 months. At the same time, payments such as maternity capital, tax deductions and incomes of mobilized citizens are excluded from the calculation. The "zero income" rule also applies, according to which an adult family member's lack of earnings must be due to objective reasons, such as child care, full-time study, or medical treatment.

At the same time, the family's property security is assessed. To receive benefits, a family may have, for example, one apartment (with an area of no more than 24 square meters. m per person), one car (or two for large families or if there is a disability) and one cottage.
