Brussels failed to reach an agreement on Russian assets on the first day of the summit

During the EU summit, which continues in Brussels, the first set of final statements was published on December 18, but it did not address the expropriation of Russian assets or other possible ways to finance Ukraine.

At the same time, the block begins immediately with the second chapter and the fourth paragraph, which may indicate that the first chapter, concerning the financing of Kiev, was not published due to lack of agreement.
