European leaders gathered at the European Union (EU) summit in Brussels postponed a discussion on the key issue of the mechanism for using frozen Russian assets to finance aid to Ukraine. This was reported by the Politico newspaper on December 18.

Initially, a discussion on financing Kiev, the most urgent task of the summit, was scheduled for December 18, but was postponed to allow additional time for sensitive negotiations between the leaders' advisers to overcome existing differences.
