An event within the framework of the Russia–Africa Forum conference will be held in Cairo on December 19.

A business event on the sidelines of the second ministerial conference of the Russia–Africa Partnership Forum will be held in Cairo, Egypt, on December 19.

The program of the event will include a presentation by the Egyptian Agency for Partnership for Development (EAPD) and a thematic discussion aimed at unlocking the potential of Russia–Egypt–Africa trilateral cooperation, which will become a visiting session of the St. Petersburg International Economic Forum. The main focus will be on the opportunities for building equal and mutually beneficial partnerships between Russia and the countries of the African continent, including through the implementation of training programs for highly qualified professionals, the use of technological solutions offered by Russia, as well as the activities of interested business structures.

"The modern dialogue on trilateral cooperation in Africa is becoming clearer and more multifaceted, reflecting the growing interest of the parties in developing mutually beneficial partnerships. On the eve of the main day of the second ministerial conference of the Russia–Africa Partnership Forum, our African partners and I will "check the clock" on key areas of cooperation. I am sure that such a meeting will be useful and will create new growth points for expanding the already most promising cooperation between Russia and the countries of the African continent," Anton Kobyakov, Adviser to the President of the Russian Federation and Executive Secretary of the Organizing Committee for the Preparation and Holding of Events within the framework of the Russia–Africa Partnership Forum.

The event will be attended by Deputy Minister of Foreign Affairs of Egypt Abu Bakr Hefni Mahmoud, Minister of Higher Education and Scientific Research of the Republic of Mali Burema Kansaye, Deputy Minister of Science and Higher Education of the Russian Federation Konstantin Mogilevsky, Director of the Project Office for Education Development and International Cooperation of the State Atomic Energy Corporation Rosatom Valery Karezin, Vice Rector for International Affairs Evgeny Lyubin, Director of Investment Promotion, Office of Investments and Special Economic Zones of Tanzania (TISEZA), St. Petersburg Mining University of Empress Catherine II James Michael Mazeku, Managing Director

Gwen Mwaba, Director of Trade Finance and Correspondent Banking at the African Export-Import Bank (Afreximbank), Victoria Strizhakova, Director of Credit Products for Banks and Financial Institutions at the Russian Export Center Group of Companies, Alexander Stuglev, Chairman of the Management Board, Director of the Roscongress Foundation, and other representatives of the business community, experts and opinion leaders from Russia and the African continent.

The event will feature a presentation of the Egyptian Agency for Development Partnerships (EAPD), established in July 2014, which is Egypt's leading institution overseeing South–South cooperation. Formed by combining two technical cooperation funds, EAPD uses Egypt's accumulated experience to promote sustainable development in African countries. Its mission is to build capacity, share knowledge, and develop partnerships in trade and investment in line with the African Union's 2063 Agenda and the United Nations Sustainable Development Goals. The presentation will provide a brief overview of a number of Egyptian competence centers cooperating with the EAPD.

The Agency operates through a variety of mechanisms, including organizing training, sending experts, holding conferences, and implementing humanitarian initiatives in sectors such as health, agriculture, ICT, water resources management, security, and industrial development. It plays a key role in deepening cooperation between Egypt and partner countries in both bilateral and multilateral cooperation. The EAPD's strategic priorities include health diplomacy, technical assistance, and enhanced cooperation to stimulate socio-economic development in Africa. The Chairman of the EAPD Board is the Egyptian Minister of Foreign Affairs, and its operational activities are managed by the Secretary General, reflecting the Agency's high level of political support and its strategic importance to the country.

The second ministerial conference of the Russia–Africa Partnership Forum (December 19-20) will be attended by the heads of the foreign ministries of Russia, African states and regional integration associations of the continent. It is planned to discuss the implementation of agreements following the results of Russian-African events at the highest and highest levels, including the full implementation of the Action Plan of the Russia–Africa Partnership Forum for 2023-2026. The Ministers will outline further steps to develop the multifaceted Russian-African partnership and strengthen its strategic character, paying special attention to issues of trade and economic cooperation and investment.

The Second Ministerial Conference will be a key stage in the preparation of the third Russia–Africa summit, scheduled for 2026. The Roscongress Foundation is the operator of the conference from the Russian side.
