They put up "Cordons": traffic police will monitor reckless drivers in a new way
New complexes began to arrive at the departments of the State Traffic Inspectorate, allowing them to identify a traffic violator or detect a wanted vehicle in traffic without leaving an official car. Such equipment, located in a traffic police patrol car, is able to recognize reckless drivers even while driving. She can write them a "letter of happiness." A correspondent of Izvestia got acquainted with the work of one of these complexes.
Find and neutralize
One of the busiest streets in the center of Samara. In the parking "pocket" with flashing lights on, there is a patrol car of the State Traffic Inspectorate, in the trunk of which is installed the latest hardware and software video recording system "Cordon.About the "MD" working through the rear window of the car.
The system is automatically able to detect dozens of traffic violations: speeding, driving into the oncoming lane (including traffic on tram tracks in the opposite direction), violation of the ban on freight transport, as well as truck traffic further than the second row, non-stop in front of the Stop sign, traffic on the curb or a dedicated lane for public transport and a number of other violations.
As the head of the Center for Automated Recording of Administrative Offenses in the field of traffic (SAFAP) of the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia in the Samara region, Police Colonel Alexander Zangionov, told Izvestia, the complex can work both on a stationary patrol car and on a moving one. When detecting an excess of the established speed limit, the equipment compares the speed of the patrol car with the speed of the car that came into the camera's field of view. At the same time, as the manufacturer of the device notes, in order to correctly determine the allowed speed threshold when working in motion, a pre-prepared electronic map with marked coordinates of speed limit sections is loaded into the complex's memory.
— Depending on the hardware and software configuration of "Cordon.The MD missile defense system can provide control and recognition of state registration plates on two, four or six lanes of traffic," noted Alexander Zangionov.
The information is displayed in real time on a service tablet with an indication of the intruder's license plate number. If necessary, the traffic inspector can enlarge the picture and get additional information about the vehicle from the database. The complex is capable of operating in all weather conditions and at any time of the day. In order for the camera to recognize the numbers at night, an infrared illumination system is additionally installed on the roof of the patrol car.
Precise impact
At some point, the traffic police officer, having received a notice from the Cordon on his official tablet, stopped one of the passing cars. The driver took a few minutes to check his documents and continued his journey with wishes for a safe journey.
— This car was driven by an intoxicated driver a few months ago. By a court decision, he was deprived of his driver's license for a year and a half. This information, including the license plate number of a car driven by an intoxicated motorist, is, of course, in the database. The system recognized the registration plate and issued a warning to the tablet stating that the person driving the vehicle had previously been deprived of his license. That's why we stopped this car for inspection," the traffic police inspector explained.
This time, the alarm turned out to be false: it was not the "lishenets" who was driving the car, but his brother. Everything is in order with his license and documents for the car, so the police did not have any complaints or questions.
— Practice shows that a certain part of drivers who are deprived of their rights for traffic violations still continue to drive, despite the ban. Cordon, checking the database, calculates cars in the traffic flow that previously committed an offense that led to the withdrawal of a driver's license. Thus, this complex greatly simplifies the work of traffic police to identify drivers driving vehicles while being deprived of their rights, and makes it more effective," explained Alexander Zangionov.
A solid barrier
"The cordon.Pro" MD allows not only to identify and bring to justice reckless drivers or those who drive a car without a license. He is able to detect cars that are wanted in the flow of traffic, not only in connection with administrative offenses, but also with criminal offenses, said the head of the Central Traffic Police Department of the Ministry of Internal Affairs of Russia in the Samara region.
According to Alexander Zangionov, if the car is in the search database, the system, having recognized the license plate, will definitely notify the traffic police about the approach of such a car to them. And then appropriate response measures will be taken to the wanted vehicle, its drivers and passengers.
— It doesn't matter in which region a particular car was put on the wanted list. If information about it is in the federal database, the complex will calculate such a car in the flow of traffic, regardless of whether it was put on the wanted list here in the Samara region, or, say, in Vladivostok, Kaliningrad or any other city," Alexander Zangionov emphasized.
He said that three traffic police vehicles equipped with such complexes are currently operating in the region: one is patrolling the streets of Samara, the second is in Tolyatti, and the third is on duty on other roads in the Samara region. From the end of October to the beginning of December, more than 26 thousand vehicles came to their attention, 47 different traffic violations were recorded.
"The cordon.Pro" MD and other complexes with similar functionality installed in traffic police patrol cars are actively being supplied to regional departments of the State Traffic Inspectorate, the GUOBDD of the Ministry of Internal Affairs of Russia told Izvestia. This equipment is purchased within the framework of the federal project "Road Safety" of the national project "Infrastructure for Life". In addition to the Samara Region, such systems are already operating in Yakutia, Bryansk, Rostov, Novosibirsk, Magadan regions, Khanty-Mansiysk Autonomous Okrug and a number of other regions of the country. In 2026, work will continue on equipping regional units with such complexes, the Russian State Traffic Inspectorate canceled.
