Over the past 24 hours, 246 road accidents have occurred on Russian roads, in which 38 people were killed and 289 injured. 26 of the dead were drivers and passengers. This was reported to Izvestia on December 18 by the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia.

As a result of 99 accidents, 55 of which occurred at pedestrian crossings and 44 outside their area of operation, 12 pedestrians were killed, and another 90 were injured in various degrees of severity. Among the injured were 20 underage pedestrians, 13 of whom were injured when crossing the roadway in designated places, that is, due to the fault of drivers or their own negligence.

28 accidents involving minors were registered, in which 31 young road users, including 11 passengers, were injured. There are no dead children. 13 accidents involving buses were recorded, in which there were no fatalities, but 16 road users, including one child, required medical attention. Nine bus accidents were caused by traffic violations committed by drivers of other vehicles.

So, in the Irkutsk region in the evening, the driver of a company bus with 19 passengers, employees of one of the local enterprises, collided with a broken concrete mixer truck standing on the roadway. As a result of the accident, the driver and five passengers of the bus were hospitalized with injuries. According to preliminary data, the bus driver did not notice the truck on the dark road, which was on the roadway without its parking lights, alarm system and emergency stop sign turned on.

In some regions of the country, there were temporary restrictions or traffic closures due to adverse weather conditions.
So, in the Sakhalin region, as of this morning, bus traffic has been restored on two sections of the federal highway A-393 Yuzhno-Sakhalinsk — Okha: from 55 km to 128 km and from 576 km to 856 km. The suspension of traffic was in effect for more than a day due to the deterioration of the weather in the region — snow, a low-level blizzard and gusty winds. In the Irkutsk region, since this morning, for the same reasons, traffic has been blocked for trucks and buses on the section of the federal highway R-258 Baikal from 45 to 100 km.

The State Traffic Inspectorate advises motorists, when planning long-distance trips, to first familiarize themselves with the weather forecast and media information about possible overlap sites, outlining detours in advance. In case of traffic restrictions or closure of road sections due to worsening weather, the relevant information is promptly posted on the website of the State Traffic Inspectorate, as well as on the official pages of the service units on social networks. If the weather worsens, you should avoid using personal vehicles, and in urban conditions, switch to public transport, the State Traffic Inspectorate advises.

"We would like to draw the attention of drivers to the fact that they should be extremely careful when driving in winter. You should avoid sudden rash maneuvers and realignments on roads slippery with snow or ice, observe the interval and distance between vehicles, and do not exceed the set speed," said Police Colonel Sergei Hrantskevich, head of the Department for Road Safety Promotion and Prevention of Child traffic Injuries at the Ministry of Internal Affairs of Russia.

The day before, on December 17, the State Duma approved in the second and third readings a bill strengthening responsibility for violations of established rules for the transportation of children. The fine for transporting a child without a child safety seat will increase for individuals from 3 thousand to 5 thousand rubles, for officials — from 25 thousand to 50 thousand rubles, and for legal entities - from 100 to 200 thousand rubles.
