- The Ministry of Industry and Trade of the Russian Federation proposed to introduce labeling of electronic cigarettes
The Ministry of Industry and Trade of the Russian Federation has proposed to introduce mandatory labeling of electronic cigarettes from April 1, 2026. The relevant draft law was posted on December 18 on the federal portal of draft regulatory legal acts.
"The draft resolution provides for the introduction of mandatory labeling of electronic cigarettes and similar individual electric vaporizing devices from April 1, 2026," the explanatory note says.
It is noted that participants in the turnover of nicotine-containing products will need to register the goods in the monitoring information system. Devices without markings and registration will be allowed into circulation until June 1, 2026.
On July 23, Russian President Vladimir Putin signed a law introducing criminal liability for the production, storage, transportation, sale and marketing of nicotine-containing and tobacco products without mandatory labeling or information provided for by law. It was noted that the law is aimed at combating the illegal market of tobacco and nicotine-containing goods, which are sold without control codes and information that allows tracking the origin of products and the payment of excise taxes.
