Bank employees involved in dropper schemes should be prosecuted. This was announced on December 18 by Andrei Lugovoy, First Deputy Chairman of the State Duma Committee on Security and Anti-Corruption.
"I believe that it is necessary to introduce additional amendments to article 187 of the Criminal Code, to introduce norms allowing to criminalize bank employees. In our opinion, in most cases, these stories with drops are impossible without bank employees," TASS quoted him as saying.
According to the deputy, most of the dropper schemes are organized by middle—level managers - employees who issue cards or provide information security. Lugovoy noted that banks should be responsible for the actions carried out with their accounts. He stressed that financial institutions can identify suspicious transactions and determine whether transfers are being made by front persons.
Lugovoy said on December 17 that more than 2 million people were involved in dropper activities in Russia. According to him, only an integrated approach with the participation of legislative and executive authorities, law enforcement agencies, Rosfinmonitoring and the Central Bank of the Russian Federation will help in the fight against drops.
On November 1, the Central Bank of the Russian Federation sent recommendations to banks on strengthening control over customer identification procedures in order to prevent the use of bank cards and accounts by droppers. Bank customers who provide their cards or accounts to fraudsters to cash out stolen funds, or do it on their own, are called droppers. It was reported that the activation of cards issued as part of salary projects should be possible only after completing all identification procedures and confirming the identity of the owner.
