The State Duma proposed to introduce a moratorium on fines for violations of fire safety when installing Christmas trees and garlands in the entrances of residential buildings during the New Year holidays. This was stated on December 17 in a letter from Mikhail Delyagin, Deputy Chairman of the State Duma Committee on Economic Policy, to relevant departments.

He suggested temporarily canceling fines under Part 1 of Article 20.4 of the Administrative Code of the Russian Federation ("Violation of fire safety requirements") and using warnings exclusively, as the article now provides.Газета.Ru ".

Delyagin suggested that such a moratorium should be introduced for the entire period of the New Year holidays, at least until mid-January 2026, and become traditional for the New Year period. The deputy added that this measure will help maintain a festive mood, avoid abuse of the law and reduce anxiety among Russians.

Lawyer Ivan Solovyov warned on December 16 that launching fireworks on New Year's holidays could lead to a fine. He noted that there are clear rules for this. In particular, this is prohibited in the courtyards of apartment buildings — pyrotechnics can only be used in specially designated areas, as well as silence, since fireworks exceed the permissible noise level.
