In Russia, it is proposed to set the maximum allowable share of citizens' expenses for housing and utilities in the total family income at 10%. If the specified amount is exceeded, part of the remaining expenses must be compensated from inter-budget transfers allocated from the federal budget to the budgets of the constituent entities of the Russian Federation. As Izvestia found out on December 17, such a bill was prepared for submission to the State Duma by the LDPR faction led by Leonid Slutsky.
"Given the incessant rise in utility tariffs, a paid utility bill will soon be considered a sign of luxury. Already today, many families, especially in the regions, face a dilemma every month: what to give up this time in order to make a payment for light and water. It is not uncommon, fearing debts and disconnection from communications, citizens, especially vulnerable segments of the population, single mothers, pensioners and those with many children, sacrifice basic needs, limiting themselves to food, medicines and leisure," Slutsky explained to Izvestia.
According to him, salaries and pensions in the country are not keeping up with the pace of tariff indexation, and Russians have not yet had time to "recover" from the summer surge that raised the cost of services by 2%. Meanwhile, as the deputy explained, the debt of the population for utilities has already exceeded 1.2 trillion. rubles, and this amount continues to grow. At the same time, he adds, the federal standard states that in order to count on subsidies from the state, a family must spend at least 22% of its total income on housing and communal services.
In some regions, local authorities meet people by lowering this threshold, for example, in Yakutia it is 15%, in St. Petersburg it is 14%, and in Moscow it is only 10%. But this approach, according to Slutsky, is unfair and discriminates against residents of other cities.
"In this regard, the Liberal Democratic Party proposes to set a single and fair limit — no more than 10% of family income for housing and utilities, and all that is higher should be compensated by the state. This is real targeted support that will save family budgets and reduce the debt burden, giving citizens the opportunity to live in peace and not be afraid of the next payment," he concluded.
On November 18, Slutsky, commenting on a bill developed by deputies of his faction on exempting large families from paying for parking throughout the Russian Federation, said that this measure would ensure equal guarantees for all large families. According to him, a similar practice operates in Moscow and St. Petersburg, but in most regions of the country there are no such benefits. He pointed out that the number of large families in the country has already exceeded 2.5 million, and most of them live outside the two capitals. In his opinion, this measure, among other things, helps to strengthen the institution of the family.
