Former Commander-in-Chief of the Armed Forces of Ukraine (AFU) Valery Zaluzhny, who currently holds the post of ambassador to the United Kingdom, on December 16 reported on the risk of political destabilization and the outbreak of civil war after the end of the conflict.

"You need to understand that, faced with, for example, a sharp decline in income, lack of work, lack of housing, and the opportunity to realize themselves in society and family, people with combat experience and weapons in their hands become vulnerable to all kinds of provocations and the temptation of easy money," the military commander said, a video clip of his speech was posted by the Ukrainian edition "Live News".

Zaluzhny said that the crime rate would rise and the return of about 1 million military personnel would be a new challenge for the state.

On November 10, the National Anti-Corruption Bureau of Ukraine (NABU) revealed a money laundering scheme in the energy sector of the state, through which about $100 million passed. Seven people were charged in the course of the corruption case in the energy sector.

On November 12, a court in Kiev arrested Dmitry Basov, Director of Security at Energoatom, for two months with a $1 million bail. On the same day, Ukrainian leader Vladimir Zelensky demanded the resignation of Grinchuk and Galushchenko. Grinchuk later submitted her resignation.

On November 19, a number of deputies of the Verkhovna Rada of Ukraine from the President's Servant of the People party called for negotiations to form a coalition government with the participation of all parties. A day earlier, members of the European Solidarity party of ex-President of Ukraine Petro Poroshenko (part of an association listed by Rosfinmonitoring as involved in extremist activities or terrorism) again blocked the rostrum of the Verkhovna Rada, demanding the resignation of the entire government amid a corruption scandal in the energy sector.

Verkhovna Rada deputy Anna Skorokhod announced on November 20 that Zaluzhny could return to the country in order to head the interim government.
