Russian citizens can request a recalculation of utility bills if they are absent from their apartment for more than five consecutive days, for example, during the New Year holidays. This was announced on December 16 by Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing and Communal Services.

"Recalculation of utility bills is possible if residents are actually absent from the apartment for at least five full days in a row, which is especially important during the New Year holidays," Yakubovsky said.

According to the established rules, recalculation of utilities is possible for those services that are calculated according to the standard without metering devices, such as cold and hot water, sanitation and gas. However, there is no recalculation for heating. In order to make a recalculation, it is necessary to notify the management company (CC) or the resource supply organization (RSO) in advance of the planned absence.

If the notification was not submitted in advance, you can provide supporting documents upon return. For example, these can be tickets, hotel accommodation stamps, or travel documents.

"The rules of recalculation are the same for each resident, but the fact of absence must be confirmed. The management company is obliged to perform the recalculation within five working days after the request. If the recalculation is refused, citizens can appeal the decision to the state housing inspectorate or to the court," Yakubovsky added.
