The number of apartments and apartments with finishes from the developer for sale in the capital decreased by 58%. Such results of the outgoing year were reported to Izvestia by analysts of the Metrium company, who studied the offers, prices and demand in the primary market of old Moscow.
If in December 2024 there were 14.6 thousand such options in all market segments, then by November 2025 their number had decreased to 6.1 thousand lots. The share of apartments with finishing during this period, respectively, decreased from 28% to 16%.
"The reduction in the supply of apartments with finishing cannot be explained solely by considerations of optimizing the cost of housing. The structure of the Moscow new building market is changing: there are more buyers with high budgets. They traditionally prefer lots without finishing (especially in the business and premium class segments), because they want to implement their own design project, making individual decisions both in the choice of materials and in planning issues. Therefore, developers are partly meeting the trend set by the buyers themselves," says Lilia Artsibasheva, Commercial Director of Regions Development.
In total, developers and equity holders have concluded 54.6 thousand equity participation agreements. For comparison, in the same period of 2024, the total number of transactions in the shared-equity construction market amounted to 54.4 thousand. However, Metrium analysts note that the current number of transactions is noticeably lower than in 2023. Then, from January to November, buyers and developers concluded 64.6 thousand DDU.
In most segments of the new building market in "old" Moscow, the number of transactions remained almost at the same level in the first 11 months of 2025. The only exception was the high-budget sector, where 97 thousand square meters of real estate were sold compared to 107 thousand for the same period in 2024. Thus, the demand here decreased by 15%.
"There has been a decline in the market of high-budget new buildings in Moscow throughout 2025. At the end of 2024, we saw a fairly high activity of buyers, and now there is a natural alignment of demand. The price of elite and deluxe class real estate is initially quite high at the start of sales, unlike, for example, the premium segment. Of course, customers have become more demanding, and their very portrait has changed.: This is a fairly large age group from 35 to 65 years old, including regional clients and young people who are buying their own luxury housing for the first time," says Ekaterina Borisova, Director of Development at Rariteco.
Analysts also note a gradual recovery in mortgage demand. In November 2025, the share of transactions involving credit funds averaged 60% across all segments of the new-build market in "old" Moscow, while in December 2024 this figure reached only 37%.
Analysts from Metrium and SIS Development told Izvestia on December 12 that the Southeastern Administrative District of Moscow has become the leader in price increases for massive new buildings over the past year. Over the past 12 months, the average cost per square meter here has increased by 25%. A significant increase was also recorded in the Northern Administrative District, where prices increased by 24% — from 311.6 thousand to 387.5 thousand rubles. The least pronounced rise in price was noted in the Southern and Eastern districts, where the cost per square meter increased by 7% and 6%, respectively.
