Ekaterina Anishina, a leading accountant at the PR Partner communications agency, shared her tips on planning a budget for the New Year holidays on Monday, December 15.

The expert recommended dividing all upcoming expenses into categories. She clarified that among them should be mandatory (utilities, loans, basic products), festive (gifts, treats) and January (expenses for the whole next month).

"I recommend setting a limit for each category and sticking to it using the principle of "envelopes" or individual bank cards. Remember that the total holiday expenses should not exceed 20-30% of your December income after paying all mandatory payments," she said in a conversation with Lenta.Ru .

The accountant also stressed that it is very important to focus on the payment calendar when planning the budget. She recalled that according to labor legislation, if the salary date in December falls on holidays, the employer is obliged to pay it no later than the last working day of the year — December 30, 2025. The expert added that January is a month with a small number of working days.

"The advance in January may be objectively less than usual if it is calculated based on the days actually worked, rather than as a percentage. <...> When the final calculation is made in early February, the employee will receive the full salary for January," Anishina concluded.

On the same day, Deputy Chairman of the State Duma Committee on Budget and Taxes Kaplan Panesh told in an interview with Life.Ru Starting from the beginning of 2026, it is expected to increase the minimum wage (minimum wage) and the subsistence level. He clarified that these changes are necessary to adapt the size of social benefits to the current economic conditions and ensure adequate support for citizens. 360.ru .

Sergei Gavrilov, chairman of the State Duma Committee on Property, said on December 13 that employees with prescribed bonuses, pensioners and participants in regional support programs would be able to receive additional payments by the New Year, according to the website. kp.ru .

He explained that there is no single federal New Year's payment, and the money at the end of the year comes from three sources — salaries and bonuses under employment contracts, pensions and benefits, as well as regional support measures.

Earlier that day, it was reported that if wages are delayed for more than 15 days, an employee has the right to suspend work until the debt is fully repaid, with the exception of certain categories of employees. The State Duma clarified that any non-payment, including an advance and bonuses, is considered a delay, and citizens can contact Rostrud, the prosecutor's office or trade unions to protect their rights.
