From January 1, 2026, new social support measures will begin to operate for military personnel and their family members, including the possibility of concluding a social contract without taking into account the criterion of need. Svetlana Bessarab, a State Duma deputy and member of the Committee on Labor, Social Policy and Veterans' Affairs, told Izvestia about this.

According to her, previously, military personnel often could not use a social contract to open their own business or adapt to civilian life due to formal income restrictions. In particular, receiving support was influenced by injury payments or cash allowances. Starting in 2026, such incomes will not be taken into account, by analogy with the uniform allowance for military families, which is already not included in the calculation.

According to the deputy, fine-tuning of certain areas continues, including the employment of combat veterans. Special attention is paid to retraining and obtaining a second profession.
